Survivors of sexual assault will have enhanced access to medical forensic examinations and health care services under legislation signed Friday by Gov. Rick Snyder.
“Survivors of sexual assault deserve access to medical resources that will help them find healing and justice,” Snyder said. “These bills enhance access to medical forensic examinations and other critical health care services, and I’m proud that Michigan continues to strengthen support for survivors throughout our state.”
House Bill 4505, sponsored by state Rep. Diana Farrington, modifies reimbursement for medical procedures and services related to sexual assault medical forensic examinations. House Bill 4506, sponsored by state Rep. Sue Allor, modifies use of expenditures from the sexual assault victims’ medical forensic intervention and treatment fund.
To expand the availability of funds for public recreation projects, Snyder signed legislation that expands how Natural Resources Trust Fund dollars can be allocated.
“The Trust Fund enhances opportunities for Michiganders to enjoy our beautiful natural resources,” Snyder said. “These bills allow us to expand how these dollars are spent to enable further improvements to take place in our state. I look forward to Senate Joint Resolution O being on the ballot in the future to finalize these changes.”
Senate Bills 763, 931 and 932, sponsored by state Sen. Tom Casperson, Goeff Hansen and Darwin Booher, respectively, expand acceptable usage of the fund to include renovation and redevelopment projects. The bills also increase potential investments in state and local parks.
The changes reflected in the bills are pending the approval of Senate Joint Resolution O, which will appear on a future statewide ballot.
Sixty-nine million dollars for critical upgrades to road and water infrastructure and environmental cleanup is being dedicated to the Renew Michigan Fund under legislation signed by Gov. Rick Snyder. The legislation is a result of the Renew Michigan’s Environment proposal Snyder announced earlier this year to increase annual investments to protect Michigan’s environment and public health.
“As we continue to build a stronger foundation for Michigan’s future, it’s critical that we invest in improvements to our environment and infrastructure,” Snyder said. “This legislation allows for upgrades to our road and water infrastructure while investing in environmental cleanup, ensuring a better and brighter future for Michiganders today, tomorrow and for generations to come.”
House Bill 4991, sponsored by state Rep. Ed Canfield, redirects a portion of income tax to pay for environmental cleanup and additional road repairs. The bill also exempts compensation received for wrongful imprisonment from taxable income and total household resources.
Public schools in Michigan will earn letter grades based on student achievement and performance under legislation signed today by Gov. Rick Snyder.
“Michigan’s parents and students deserve transparent and useful information regarding the successes and challenges of their local public schools,” Snyder said. “This legislation will enhance the information parents receive and empower involvement in their children’s education.”
House Bill 5526, sponsored by state Rep. Tim Kelly, establishes a letter grade system for ranking public schools in Michigan.
To improve mental health treatment options for minors, Snyder today signed legislation creating mental health courts and expanding access to assisted outpatient treatment in Michigan.
“Michiganders going through our problem-solving courts have had great success and focusing specifically on mental health treatment for minors will further improve outcomes for our younger residents,” Snyder said. House Bills 5806-5808, sponsored by state Rep. Julie Calley, move participation of minors from traditional problem-solving courts into specific juvenile mental health courts.

The governor noted his administration has worked tirelessly to eliminate more than 3,000 unnecessary rules. It is appropriate for state agencies to take extra care in justifying regulatory decisions when adding rules. These rules and regulations are still allowed to be more stringent than federal law when accompanied by the appropriate explanation and support. This bill replaced a previous version that was vetoed. The Governor’s concerns that led to the prior veto were addressed in HB 4205. This law would not have impacted the state’s efforts to address changes to the lead and copper rule, or any work done by the Michigan PFAS Action Response Team.
