North Central Area Schools district residents in Menominee County will vote Tuesday on a bond proposal. The bond will ask voters to authorize the issuance of up to $10.3 million in general obligation bonds for a comprehensive $25.7 million school improvement project.
This plan is made possible in large part by the Section 12D Consolidation and Infrastructure Improvement Grant, which the District was awarded earlier this year. The grant will contribute $15.4 million—nearly 60% of total project costs—significantly reducing the needed investment of the local taxpayers that would bring this consolidation effort to life.
The proposed improvements include:
● Renovations and additions to the current junior/senior high school site to construct a unified PreK–12 school building
● Modern, flexible learning environments to support academic excellence and career readiness
● Updated technology infrastructure and state-of-the-art safety/security systems
● Improved athletic and extracurricular spaces to support student well-being and engagement
● Energy-efficient systems and long-term operational savings
The District’s planning journey began in 2021 with an initial facilities assessment and exploration of master planning options. Following a failed sinking fund in 2024, the District applied for a Section 12D to consolidate their two aging buildings to one.
In early 2025, NCA was awarded $15.4 million from the grant, which covers nearly 60% of the proposed project cost. The District hosted Community Information Sessions to provide residents and community members an update on the progress of their master planning efforts, answer any questions regarding the Section 12D grant and consolidation plans, and gather feedback on the proposed solution.
Bond Proposal Ballot Language:
Shall North Central Area Schools, Menominee County, Michigan, borrow the sum of not to exceed Ten Million Three Hundred Thousand Dollars ($10,300,000) and issue its general obligation unlimited tax bonds therefor, in one or more series, for the purpose of: erecting and remodeling school buildings, facilities and additions to school buildings and facilities; equipping, re-equipping, furnishing and refurnishing school buildings and facilities; acquiring and installing instructional technology; and preparing, developing, improving and equipping playgrounds, structures, facilities and sites?
