A legal battle may be brewing inside Menominee City Hall.
An attorney representing Mayor Casey Hoffman has issued a formal cease-and-desist letter to the Menominee City Council—demanding the immediate reversal of a recent censure resolution.
The letter challenges Resolution 2026-006, which censured the mayor and imposed sanctions following his public criticism of city leadership.
According to the attorney, those actions violate Mayor Hoffman’s constitutional rights—specifically his First Amendment right to speak on matters of public concern.
The dispute stems from information Hoffman shared publicly… raising concerns about possible conflicts of interest, city decision-making, and communications involving outside legal counsel and cannabis-related issues.
The letter claims the council’s response—including removal from committee leadership and requiring a public apology—amounts to unlawful retaliation.
It also alleges procedural issues… including how the resolution was passed during a special meeting, and whether proper steps were followed.
The mayor’s legal team is now demanding the city rescind the resolution, restore any lost positions, and halt what they describe as further retaliatory actions.
If the council does not comply, the letter warns of possible legal action… including federal civil rights claims and violations under Michigan’s Whistleblowers’ Protection Act.
As of now, the City of Menominee has not publicly responded.
