A Menominee County judge has ruled on several motions in the city’s long-running marijuana licensing dispute, dismissing claims brought by Menominee Investments and rejecting most requests from Defending Menominee for additional court orders. Judge Mary Barglind ruled that previous decisions issued in April and earlier this month apply to Menominee Investments, finding the company’s claims should be dismissed.
The judge also declined to grant most of Defending Menominee’s request for a permanent injunction that would have restricted the city from issuing more than nine marijuana licenses. However, she did declare the voter-approved November 2025 ballot measure limiting licenses to nine businesses to be valid and binding.
Perhaps the biggest development came when Judge Barglind dissolved the injunction that had prevented the city from moving forward with its licensing process, saying the reasons for keeping it in place no longer exist.
The judge emphasized her ruling does not determine which applicant should receive a marijuana license, saying that decision now rests with the City of Menominee—as long as it follows state law.
